this morning. it's a big development in the fight against syria and a new level of u.s. involvement. we just learned within the past few hours the defense secretary leon panetta signed an order sending two patriot missile batteries to turkey. that's to assist that nation in defending against any pollible military action by syria. this move was expected as the civil war in syria destabilizes the assad regime with each passing day. in addition to this, 400 u.s. troops are going to turkey. they will be deployed to operate the missile batteries. cnn's nick payton walsh has the development. >> reporter: good morning. 400 personnel will be accompanying the batteries. let me give you history. over the past two months, we saw sporadic exchanges of fire across the border. syrian military firing into turkey causing often destruction and death. turkey often responding. that brought about this request to nato for patriot missile batteries. they're supposed to be there. this particular type better at taking out missiles in the sky rather than taking down aircraft. but this move part of a nato response. a

. that is a scathing conclusion of an independent review board investigating the deadly september 11th attack at the u.s. consulate in benghazi. ambassador chris stevens and three other americans were killed that day. the panel finding security in benghazi was grossly inadequate to cope with the attack, that washington ignored repeated requests to beef up personnel, and ultimately a lack of transparency, responsiveness and leadership senior levels both this washington and in libya. alise, what do you make of this report. a lot of these findings we've been talking about for a very long time. >> that's right, but also in the last few months, there's been so much politicization of this attack, especially with these talking points and the whole issue of susan rice, ambassador susan rice and what she said about whether there was a protest. this report didn't find that there was a protest, but it also kind of really is the first look at what went wrong, a kind of very sobering look i'd say of what went wrong. and they said that basically the state department and the embassy in libya kind of missed the warning

it blasted off the west coast and the u.s. military which monitors the activity of that isolated nation says it looked like an object was placed into orbit. so let's get up-to-date. chris lawrence is at the pentagon. >> we're getting better and new information about that north korean launch. u.s. officials now saying that the satellite that north korea put into space is now in polar orbit. norad has been monitoring it with its space sensors. remember, they tried a rocket launch earlier this year back in april. they did not have much success. this is the first time they have seen all three stages of that rocket launch work and be able to put a satellite into orbit. it sounds very benign, putting a satellite into orbit is not something that you would think of that has military connotations. but the same technology that you use to put a satellite into orbit is really the same kind of technology that you would use to build a long range nuclear missile. >> and the timing appears to have been some kind of surprise to u.s. officials. how worried is the pentagon right now after this launch? >> well,

taste this soup. >>> welcome back. u.s. stock futures are flat this morning after climbing higher yesterday but gains were limited because of fiscal cliff concerns. >> we'll be hearing that until it's fixed. the november jobs report is released at 8:30 a.m. eastern today. economists forecast 8% unemployment, ticking up from 7.9% in october. 77,000 jobs added which is a lot slower growth than was anticipated. you have to go back to the summer to see growth that small. it's likely that superstorm sandy skewed the numbers, perhaps dramatically. economists at deutsche bank expect only 25,000 jobs added after they studied the hurricane effe effects on jobs. it was difficult for the labor department to collect data during and after that storm. in today's report, we'll watch four sectors hardest hit by the storm, manufacturing, retail, leisure and hospitality and temporary help industries. mark sandy said aside from the storm the job market turned in a good performance for the month. this simpreis impressive given uncertainty created by the presidential election and the fast-approaching
awaiting the results of fiscal cliff negotiations in washington. u.s. stock futures pretty flat this morning indicating that markets will open little change today. stocks could take a big hit next week if congress does not make a decision in time. that, of course, adding to concerns, treasury secretary geithner also warned congress in a letter yesterday that we will reach the nation's debt ceiling on monday. that's when the government reaches its legal borrowing limit. treasury can delay a debt crisis for a couple of weeks until february or march using emergency measures to keep the government operating until congress acts to fix this problem, too. >>> big news from toyota. they are announcing a record $1.1 billion settlement over that unintended accelerator issue which they say does not exist. toyota has always said it's been floor malts, stuck gas pedals and operator error but they're going to settle these cases to put it behind them. the bulk of the money will go to its customers past and present. they will install brake override systems for all vehicles identified by toyota
